What are the economics behind tertiary institutions in Singapore?

How do they earn money? I know that America and Europe have ridiculously high tuition fees, but it's extremely manageable in Singapore. How then do they earn money?

Most universities have a department of finance who do investment so that the money earned can be used for programs and research funding.
(I believe u have heard of the initiative and controversy of divestment in NUS)

They also accept donations from their alumni
