Is there a way to refinance Tuition Fee Loan (Annual 4.75%)?

I can't afford to pay the loan in full for now. I know 4.75% is already low for a loan, but will be better if I can lower it.

If u can find a personal loan that offers a lower rate. Watch out for processing fees and the terms.
