Hi there!

I actually posed this question to my interior designer. You will definitely save money (assuming you don't mind spending the time and effort to do it. My ID mentioned it can be seen as family bonding time too HAHA).

Assuming a 5 RM Flat,

  • An outside paint job would cost about $1500 - $1600

  • DIY paint job would require about 6 tins of paint, one tin likely costs less than $100 each

Total Savings: ~$900

Basically, the larger the flat, the larger the cost savings. But it is definitely more time and labour consuming for yourself, and it also depends on the quality of your own DIY paint job. Hope this helps!

I recall 99.co has an blog article about this. Overall, if you nego a bit, the cost savings is not much. The time spent could be used to do more meaningful stuff.
