If the current administration gets voted out in November and a new administration takes over, is there a possibility of U-turning the current decision by the Federal Reserve?

This is not a crypto question. But more of the legality question in the US. Right now, the Fed and the Administration is suppose to be independent. So regardless of administrations, unofficially they can communicate (like how Trump tweets to Powell), but they cannot directly influence the decisions of the Fed.
