If I buy foreign shares through saxo do I have to convert first into fx or is it spot conversion? Are dividends received in fx or sgd?

If I have to convert it myself, what's the most cost-efficient way to do this?

Before you finalise your order it will summarise all the fees, including the currency conversion rate and fees.

It also has different options to buy X shares, or spend Y SGD or spend Z USD for example when buying USD shares with an SGD denominated account.
