I need to make a hospital bill payment at a public hospital which will be in the thousands. What is the best Cashback credit card to use? I am ok with points also, just no miles.

Many credit cards exclude hospitals from cashback/reward points I think, but the newly launched UOB Absolute card seems promising - awarding 1.7% cashback on all expenses with no exclusions. I'm not sure if it's the best, but it will work.
The only drawback about it is that it is an AMEX card, not Visa/Mastercard. I'm not sure if NUH accepts AMEX cards for payment. If it does, that's great. Otherwise, you could use the UOB Absolute card to top up your Grabpay Mastercard (earn 1.7% cashback), and make payments with the Grabpay Mastercard (don't earn points). Note that you will need to apply for the physical Grabpay card for this method.
