Hi anon, this is what I found from the HDB site:

(Source: https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/new/eligibility/hdb-flat)

If you are an essential occupier, I guess you won't be considered a first-timer anymore.

You might also want to try this eligibility checker on HDB site: https://services2.hdb.gov.sg/webapp/BP13EligCheck/BP13PEssentialOcc.jsp

Hope it helps.

Hi Sudhan, thank you for sharing the information. I read about a blog from Heartland Boy that: "5. ESSENTIAL OCCUPIER NOT REQUIRED TO PAY ABSD... Under the eyes of the law, the essential occupier is not a home owner. After the essential owner completes the MOP (Point 4), he or she would be considered a first-time property owner when buying a private property.." Do you happen to know if the first-timer rights are not applicable in the case for HDB as you've mentioned? https://heartlandboy.com/owner-essential-occupier-scheme-hdb-flat/
Thank You!
Can you clarify
