Once you hit 55, you can always withdraw at least $5000 from your CPF OA/SA accounts, regardless of how much you have.
Once your RA is created and the money for FRS (or BRS if you want to pledge your property) has been transferred in and set aside, you can also withdraw any amount remaining in your OA/SA. However, if I don't need the money, I'd probably leave it in the OA/SA accounts to compound.
