I'm 25, new to investing, and I'm deciding what to start with. How should I decide whether to invest in STI ETF, SSB, or a split between both? If it's a split, how much would you recommend the split to be?

Firstly, why STI if you are a new investor?
As for SSB vs STI, SSB offers guaranteed returns over the period of 10 years, whereas STI relies on the performance of the underlying stocks/equities. Hence, what is your risk profile, investing horizon, and investment goal?

Actually they are very different.
1) SSB is low risk and works more like a long term savings of more than 2% interest
2) STI ETF is an ETF of the top 30 bluechips stocks by market cap in SG. It is an equity invesment.
