For the BOC Elite Miles World Mastercard, can you earn miles for insurance premium payments? Any exclusions?

Is it possible for me to earn miles with this card for insurance premium payments?

Short answer, yes. But must pay directly to the insurer. No going through AXS.

And that is also provided the insurer has a payment gateway. I know AIA has AIA Pay EZ.

I don't recall any for GE and Aviva and no knowledge of others.

Hi! According to the most recent terms and conditions (for BOC Rewards Programme, here; for BOC Elite Miles World, here), it seems like insurance premium payments are eligible to earn rewards–it's worth mentioning that the documents on the site are over a year old, so it might be worth checking directly with the bank.

In terms of other exclusions, here's a quick list:

  • Card annual fees, interest and late payment charges; goods and services taxes (GST); cash advances; fund transfers; unposted, cancelled, disputed and refunded transactions

  • Installment payments (in the form of Interest-free Installment Plans (IPP), purchase installments, statement installments and tax payment plans)

  • Payments to certain categories of merchants, including but not limited to the following:

  1. Government institutions and/or payments for government related services (inc. ACRA, CPF, HDB SEASON PARKING, ICA, LTA, MOM, Town Council, URA, IRAS)

  2. Payment of funds for money transfers and remittance services (inc. Swiss Money Transfer, TransferWise, WorldRemit)

  3. Utility bill payments (inc. SP Services , AXS, SAM payments)

  4. Donations to charity

  5. Payments of funds to prepaid accounts and/or merchants who are categorised as “payment service providers” (inc. EZLINK, TransitLink, NETS FlashPay, SingTel Dash, Youtrip, GrabPay, MatchMove Pay, HelloPay)

Again, I'd recommend checking with BOC directly before making any major decisions, but hopefully this helps! There are quite a few other miles and cashback-earning cards that reward insurance premiums, if you're curious–here's a page that covers them in detail:
