Does topping up Grabpay earn miles and does it count towards the spending of $9000 for the new sign up promotion?

If you are referring to Citi Premiermiles, yes it is possible. You will earn 1.5miles/$1 actually, they have a promotion now which ends end of Dec 2019! I am gonna do that too :)
