It's definitely not nice. But I'm too sure if we can classify as ethical, or unethical. I think it depends on how it affects people's lives.

Base on your definition of selling at higher price is too wide, if we consider it as unethical, every middle person / sales agent / businessmen would be considered unethical, including any importers. Asking people to sell to you at cost price, is honestly unrealistic in the first place, unless nobody wants it.

If they are hoarding medical supplies and holding out for higher prices from people who need these, then I would call it unethical.

If you are referring to concert tickets, or limited edition goods, it's more of a "want" than a "need" (I'm totally ignoring fans who declare they will die without it here). I don't think it can be considered unethical.

For those that manage to get a some tickets (say 10) to sell, fair enough. However, I wonder about those that manage to hoard lots of the tickets (I wonder how they can get so many in the first place, smells fishy, maybe these you can call unethical for other reasons)
