Difference between Credit Card Statement Balance vs Outstanding Amount due?

I have a question on a DBS Credit Card I am holding: What is the difference between "Credit Card Statement Balance" vs "Outstanding Amount due"? It shows on my account that my Statement Balance is $463.93, but my Outstanding Amount due is $259.28. Why is there this difference and should I pay $463.93 or $259.28 by the due date?
