Find a broker with the cheapest fees that provides London Stock Exchange. Invest in the Ireland domiciled ETF will reduce the US withholding dividend tax from 30% to 15%. You can look at VUSD and CSPX.

There are 2 main ways you can do this:

1) Directly through your online brokerage.

Each trade will cost you around $25. For US stocks as well.

2) Via Robo-Advisors (which help you buy up Global ETFs)

This will cost you between 0.5 to 1% expense ratio.
