Currently, the flat is under joint tenancy. As such, when one of the owner passes away, the flat would automatically go to the other owner and the authorized occupier? As such, even if they were to write a will to bequeath the property to me now, I will not get it if only one owner passes away? However, when one happen to pass away, it is advisable to write a will so that i receive the property without hassle?

Yes, will is best and also to discuss with all parties to ensure there is no dispute. If there is a will, the will must be proved and executed under probate. The appointed trustee or executor will oversee the process following the Probate and Administration Act.
