I feel mature estates such as AMK, Bishan are safe bets. Though there may be other factors that influence resale price, incl future developments.
It seems like HDB has priced in future gains though, looking at the resale prices around the launch area.
I'm not in the real estate industry, so may not represent a professional view regarding this.

In my opinion, the Geylang BTO would be a good choice due to it's central location. It provides a quick commute to the city, close to the rising Paya Lebar 'CBD', has many malls closeby and is near sporting facilities such as Kallang.
From 2007 to 2019, the prices of resale flats (based on 4 RM) in Geylang have risen, though it has slowed in recent years just the majority of all resales.βββ
