I have been investing in US ETF, VOO, for over 2 years and even though I could see there was a dividend withholding tax of 30%, the returns have been pretty decent. However recently I came to know about estate tax over 60K of gross investment.

Not an expert on this, but based on my experience the US estate tax you're referring to is applicable for all stock/etf investments held by foreigners.
So unless you are only intending to invest in US etfs (I reckon fellow members might direct you to non-US domiciled ETFs), you might not always find a perfect alternative for your future US-focused investments.
Trying to liquidate your investment holdings before an foreseeable demise (God forbid) will be the obvious work around, or an alternative which I've heard before, is to give access details to a trusted spouse to do the necessary liquidation following your passing.
