Why penalise unmarried single mother?

I'm not the aforementioned profile nor I am encouraging people to be so. I'm just wondering why government penalise single mother who's unmarried? Life happens, may be tough enough already and still they are single out from assistance and benefits. Why?

Perhaps sometimes the government has to many considerations to make, could inadvertently neglect some groups of people. I'm not sure too. I was also thinking of the widowed individuals on how some of them have to suddenly raise children on their own yet not have the same support government gives to married couples. Hopefully over time, policies will start becoming more inclusive

  • Life happens for a lot of ppl (different circumstances) and were tough for them - govt policies cannot cover all circumstances. So they are trying to build social compact now? Maybe us (outside the govt) can support and help. If this group is who you feel for, then help them tangibly within your means.
  • There's always someone who benefits most, and one that benefit least from policies.
  • Life happens but everyone has to take responsibility (i.e. pay) for their actions/decision or actions of others (esp actions exercised under total free will). Cannot remain in self-pity or expect others to pity/victim mode (sorry for being direct) - many pple tough lives still thrive and then turn back to support others - follow their footsteps. The beginning is always the most difficult.
