Why doesn't the government just dictate price of BTO and its resale value after x number of years if it's really concerned with sellers' profit?

Could anyone share insights, or lead me to something, on why the government don't just dictate price of BTO and it's resale value after x number of years if it's really concerned with sellers' profit?

Correct me if i am wrong:

The G-man got dictate price of BTO. It is always cheaper than market. Because they always emphasis housing affordability to sg ppl. Also impose rules ,eg ABSD , avoid ppl owning multiple properties causing housing price rise too fast. Else people will vote them out.

Is difficult to fix the resale price as there is many factors. When you sell high, u also need to buy high. Unless u choose a isolated or smaller unit. U need to live somewhere.

Inaddition, The higher price you sell the more they can tax you. So no incentive to control resale price.
