Yup probably a reduction of the supply of quotas

My view is that COEs are on a general uptrend, given the direction of government policy - reduce supply of quotas over time, greater emphasis on sustainability

Because economy is getting better, supply of COE has dropped.

Nobody can predict short term changes...
