Hi there,
Expense ratio is the term for the fees the fund manager of your ETF is charging to run their product.
Your platform/broker may have charges to purchase the ETF and custody fee but they would be seperate from the expense ratio charges. For the lowest charges, just search around for Seedly questions on cheapest broker (Saxo / IB both strong choices, Standard Charter for small case sizes)

Believe you are referring to brokerage fee instead of expense ratio,which Kelly has explained to you.
Besides the brokers mentioned, I'll suggest looking into Td Ameritrade as well. It has a robust platform and the commission structure is not bad without additional fees involved. I'm paying about 5 USD minimum for stock transactions (including ETFs).
