Assuming axa doesn't have the diabetes care programme, could we focus on the claims payout for $100k SA as an example? They really seem similar, so how does one decide between these two?

In comparison, the plans are quite similiar, with up to 600% payout for CI claims. In the event of CI claims it is quite straight forward. There is the waiting period of either 12 or 24 months, depending on the policy.
However, if you are using this policy to provide coverage for Death and Total and Permanent Disability, this is not the policy for you. Death coverage is 10k and 5k Respectively for the plans you have mentioned above.
If you are seeking just for CI coverage, w/o Death or TPD, then the choice would come down to which of the two is more affordable at this current point for yourself. If you are looking for Death and TPD within a CI policy, you will need to look elsewhere!
