Which local bank account doesn't charge fees for incoming TT from overseas?

Did my first cash out from IBKR in USD, and DBS charges 10USD per transaction regardless of amount! Is there any alternative bank which doesn't do that?

Citibank (pg 7) and CIMB has no fees for inward telegraphic transfer.
