Which investment platform is the best for low fees, has ETFs, has London Stk-Exchange and good for passive investor with small investment amount?

Is it me, or are all the platforms with LSE , really charge higher fees?? it makes me wonder if it's better to stick to USA-listed ETFs and suffer the WHT, since my investment amt is low.
