This question is extremely vague in that I don't really know what kind of rebates or promotions you enjoy, so I'm just going to give some general thoughts.

I personally feel that Citibank has very good bank promotions. Be it dining or shopping, I've often been able to get good promotions.

If you like receiving cashback/rebate, you might like the DBS live fresh/OCBC FRANK/UOB YOLO cards. They are quite popular for giving cashback especially on online spending, but do note the min monthly spending involved.

Whenever you're signing up for a credit card, be sure to check out sign up promotions. Whether it's the banks that offer them directly or a 3rd party like MoneySmart/SingSaver, you can probably get rewarded for signing up.
