Yes, Singlife and SCB Jumpstart is good for savings account
As for expenses, you dont really have many options, unless you want to take up student credit card such as DBS livefresh.
I am personally using crypto.com MCO Card for 2% cashback on everything

I would recommend the SCB Jumpstart account which gives 1% on Contactless Payment. If you do spend more than $400 a month, then the DBS Visa Debit Card would be better at 3% cashback. To get even more rewards, I link my phone to Google Pay and pay contactless via my Phone linked to my SC Debit card. I get the 1% and Google Pay has rewards from $0.50-$50 for the first 3 transactions(min $10) every week.

You can open both a Standard Chartered jumpstart account and a Singlife account! However, I recommend you to max out your Singlife account of 10K first before putting the rest into standard chartered!
