Usually hands-me-down stuff will save quite a fair bit, especially for cots, strollers, and newborn clothing. For used or old strollers, you can then decide to engage cleaning services to clean the stroller. There's a very popular cleaning service Pramwash that cleans strollers exclusively.
For me, I'll purchase most of the baby items online, either via Shopee, Qoo10 or Lazada. The use of Shopback and various promo codes will ultimately save us in the long haul as compared to getting them from supermarkets etc.

My friends who have just become parents are currently using a lot of hand me downs, especially on the toys and clothes part, since babies just seem to outgrow them so fast.
For things like consumables, I have seen some of my friends drive over the causeway to load up on them, but this does require some time and effort.
You'll also find a lot of 2nd hand stuff on Carousell, and Shoppee and Qoo10 can be a good source of cheap items too.

For consumables, using Shopback is great for cashbacks - usually online stores such as Lazada, Shopee are my go-to. In general, online shopping works better for us as it's less time-consuming.
For cot and strollers, I am not very sure if there's a specific cheap priced one. Usually that depends on brands as well. But there's this small company called Pramshare and Pramwash. I heard its about washing prams and pram-sharing.

Carousell - a great place to get open packs of diapers and used or new things like cots and stroller...
