Would love to hear the community's thoughts on this. Assuming as a couple, we are earning $10k/ mth with intention to have only one child. At which stage do we consider owning a car, or should we even consider in the first place?

I think once you have kids or elderlys, it is much more convenient to have a car that is ready.

I grew up in a family without a family car, if I really do have any offsprings on this topic, will teach them the way of public transportation and PHVs first (to have some sense of direction) as well as commute economically.
$10k a month I presume is combined total income, which is not a lot to own a car, as the monthly instalments might chew up a large chunk of income liquidity (although this may change according to family priorities applicable).

Bro I earn 10k myself with no kids, and I don't consider it financially comfortable to buy a car at my life stage - this would necessitate me reallocating expenses, and I would rather spend the money enjoying other things in life.
If you do buy one you are paying for the convenience, though parking can be a huge pain sometimes.
