When does the $1000 cap to earn the 4mpd with the UOB PPV Card reset?

Does the $1000 cap to earn 4 mpd with the UOB PPV card reset every calendar month, or with every billing cycle? If it's per billing cycle, does it reset only once an outstanding amount has been paid?

This follows the calendar month. FYI, the cap is actually $1,110, because of the strange way in which UOB calculates the bonus points. I'm not complaining!
