If you have an idea for an app, but don't know how to go about building it, should you outsource it to software engineers? Or should you try and learn software coding/engineering to build it yourself?

There are websites that allow drag and drop to build apps
Unless yours is more complicated, then outsourcing online like fiverr or freelancer can work.

There's a movement out there called the "no code movement" that would help you get started without software engineers. It definitely won't get you to a full-fledged product, but it can be very useful if you're at the validation stage, and just really want people to interact with the concept/product idea.

In addition to everything that has been said already, please make sure to test your idea with the relevant target group before jumping right into developing the app! Could be via customer interviews, landing page for lead capturing, building a mockup etc.
Developing will be costly and lengthy no matter which way you go about it. Thus, you should at least know that there's a real demand for your product/service before building it!
