What is the most cost-effective option to withdraw USD from PayPal?

I have some USD in my PayPal account and want to withdraw it to my SG bank account, but I'm not sure if PayPal charges any fees for that. I don't want to convert the money from USD to SGD in PayPal because their exchange rates are not competitive. Does anyone have any suggestions or advice?

Can I use paypal without verification? PayPal ask me to do verification in order to do purchasing.

Yes the x-rate is not competitive... sometimes i use it the usd to purchase items in usd.
