If I'm not wrong, combat pay is the allowance given because you are in a position/posting that requires you to be combat fit and ready to fight.
Risk pay is when you are deployed for specific real mission (not training) that might endanger your life. E.g. Sending you to patrol specific area as part of SG contribution to the UN resolution.
