What is the cheapest broker if I want to buy for SG and Irish ETFs? How about RSP ETFs?

I would recommend FSMone to RSP ETFs without hesitation.

Without the promotion, I would probably use FSMone for SG ETFs and Standard Chartered for Irish ETFs (as FSMone does not have access to London Stock Exchange).
