I guees ultimately it's how you define best, but one that I heard is highly raved about is MetaTrader that allows you to do High Frequency Trading - and this chart is available on Poems trading platform which is free to open :)

Trading view is one of the best.

Most brokerages will also have their own charting functions. Usually using chartnexus.

Thinkorswim platform is good for its price point. It comes with the platform once you open an account

Think or swim by td, it is one of the best charting platform in the market. You can open an account, deposit money and withdraw out to use the platform.
