What is the best crypto exchanges?
Here are some criteria im looking at
1) Can purchase wide variety of crypto (mainly large ones like eth, btc and cardano)
2) Cheap transaction fees
3) No deposit and withdrawal fees
4) can deposit sgd or buy with credit/debit card (in sgd)

The only exchange that fits most of your criteria would be Gemini. With Gemini, there are no deposit and they allow for 10 free withdrawals a month.
Using GeminiActiveTrader charges you 0.35% on both buy and sell orders.
You can deposit SGD into Gemini using Xfers or use a debit card to purchase ETH or BTC in SGD. Only ETH and BTC are supported with SGD pairs.

Hey man, I would suggest crypto.com to do your transactions via Xfers! If not, like Maximilian has said, you can try Gemini.
If you are looking to buy with credit/debit cards though, definitely get Revolut as well as it saves you some % on conversion fees which normal banks like DBS, OCBC etc charges.
