Based on the annual reports that I see on the news it is always around $4k. Is it only applicable to certain sectors? From what I see via JobStreet and other platforms, the salaries that other companies are providing is usually around $3k for fresh graduate.

Hi Anon! The entry level fresh graduate's salary is dependent on the degree that you have graduated with. The survey is self-reported and I doubt how accurate it is.
But from my friends and personal experience:
$2900-$3000+: accounting, insurance (not agent)
$3500-4000: govt
$4000-5000: MNC
$6000: reputable MA program
$10k: google, fb, investment banking
