What is meant by balance contribution limit for SRS top up?

From DBS website : “Please ensure that your SRS contribution does not exceed your balance contribution limit available.“

What is meant by balance contribution limit ? How much CPF I have contributed or the $15300 limit , that same amount applies to everyone ?

SRS contributions are independent of CPF contributions. For citizens, the cap is $15,300 per year. For foreigners, the cap should be higher.
