What does "Please fair the document" mean?

I feel that the phrase "fair copy" exists but as an action word ("Pls fair the document", it seems incorrect usage and seems largely used in Sg/Sg govt bodies only.

1. A copy of a document made after final correction

2. The condition of such a copy

3. An exact copy

Based on my interpretation, the first definition sounds the most applicable. In other words, ensure that all corrections have been made and the said document will be the final version.
