What do you think of philippine airlines mabuhay miles?

Unless you fly PAL very often, you are much better off using another FFP instead since there is no way to transfer miles from Singapore credit cards to Mabuhay miles. You may end up with orphan miles.

I am not sure which airline partner with them. As a philippine program, it will be useful if you are flying by philippines as per all local airline program
