Hi Anon,
Just to add on a few others:
In terms of cost, remember to weigh between big ticket items, everyday cost of living, average salary and the taxes. Also do take into consideration the country's healthcare system.
In terms of lifestyle, apart from the work culture, can you adapt to the culture there? There are many small things to consider, are you someone who is able to adapt well to changes in weather? Are you able to adapt to amenities not being close by or available 24/7?
If you're moving to somewhere rural, do you have a driver's license or are you planning to get one there?
Other considerations of course, include your current career, your family & friends and your partner.

My main consideration would be the development of the country.
for instance countries like Finland will appeal to me as I have a daughter and I would want her to be in a country with good education system.
secondly I think the potential of the country is important as well. Such as if I were to move from the country a few years later, will that country provide good relevancy on my resume.
