Tax relief and financial assistance

• Community Centres/ Social Service Offices (https://www.msf.gov.sg/dfcs/sso/) / Medical instituition (hospital) - I think this is the place where there are social workers to speak to. They will need to assess your financial situation - e.g. expenditures vs income and help you write letters to relevant agencies/instituition for subsidies etc. AIC - https://www.aic.sg/financial-assistance
• Best is you assess yourself first (put on excel/write down), see where the money ($10,700 monthly income) went to, how much is dad's medical expenses, how much is living expenses etc.? What type of help you require?
• Tax relief - I believe you can get Parents relief. Not sure what sort of your debt your sibling has. If credit card debt and above certain limit, can reach out to CCS to see what can be done to consolidate the debt.

Your sibling should also learn more about financial knowledge too. Otherwise the cycle will continue.
