Studio apartment for investment + resale to stay for singles?

My cousin and his brother are both singles, age 32 and 34. Not likely to get married soon and have combined income of about 10k. They are considering getting a three or four room HDB to stay under the older brother's name a year later and then the younger brother gets a studio apartment for renting now. This is to avoid ABSD and still have an apartment each. Any better solutions?
