Hi, I would say it is important to compare the coverage, premiums and Claim Process and Limits of both plans to aid you in making your decision. Ensure that they align with your goals and your financial ability. You can also check out the comparison table here on all the available shield plans in Singapore.

Btw if we are not happy with an old Shield Plan insurer and do decide to switch, does it make (the most economical) sense to switch to the new insurer just before the old insurer's yearly premium deduction date ? Or it doesn't matter and the switch can be any time (as the old insurer will pay back the remaining months premiums via our Medisave / Cash as we start our new premium payment for the new insurer)? Is there a best time / age to switch (once we have decided) and what do we have to take note of in the process / meantime ? Thanks for your kind advice ...

You can do the comparison, but the lifetime values might not be a good indicator, as things like claims process, amount of wait time etc, will be another side of the coin of which, may not be your liking.
I would suggest you to speak to current insurance agent (or financial advisor) and see if similar plans of this 2 companies are sold via them.
If yes, ask for intrinsic details and then, make a better informed decision.
Cost is always 1 side of the factors to consider.
