Should I still buy into 3169 since Vanguard is moving out of HK?

Not known what Vanguard will do to their HK ETF portfolio yet. Worst case is that they will liquidate all and return to investors.

I don’t think there is a one to one match to the coverage of 3169. You may want to look at iShares China ETFs to see if they fit.
