If I have $1000 right now, would it better for me to use it to start a small-scale business or invest in Low-cost ETFs.
If I invest $1000 in an ETF that returns even 10% p.a., that will be a $100 gain. However, I.believe that with a side hustle I can earn $100 easily in a month even.

You first start your side hustle & the money you earned from it you invest in ETFs! :)

Business is time consuming and requires a lot of effort to upkeep in the early stages. Depending on your product, some degree of maintenance effort will be required even in steady state. Of course, it's a lot riskier but also comes with much higher upside potential.
It's down to how much time and effort you can spare.
Also, if you earn more from your day job than side hustles or investing, focus on doing your day job well and getting a raise. Usually when young, we generate the most wealth from our day jobs.
