My experience with Citibank is the opposite - they pick up my call at any time of the day (even late at night) and were helpful in my enquiries. For the most part, they will give me prompt follow-up calls whenever required.
Did you pass through the authentication and choose the correct option? That could be a reason why you didn't manage to speak to anyone.
