My fiancé is a foreigner, does the income ceiling for HDBs apply per household or just for the Singapore citizen?

If your fiancé is not a SPR, you will not be able to apply for a BTO flat. Will have to buy a resale flat.

For resale flat, if you are intending to take up the HDB loan, there is a income ceiling for that. For bank loans, no income ceiling for resale flats.

I would suggest that you do an eligibility check on HDB website for more details.
