Minimum commission fee and trading fees

I am embarking on my investing journey and learning the basics of stock trading. For cash accounts by online brokerages, I noticed "minimum commission fee and trading fee". Does it mean that I have to pay minimum commission fee and trading fees together?

This is a no brainer. Just sign up with TD ameritrade for zero commission. You deserve better than be sucked by these vampires.
