With rising healthcare costs in Singapore, the recent changes to foreign worker medical insurance requirements could have a significant impact on employers managing manpower costs and risk exposure.
Since July 2023, the minimum annual medical insurance coverage for Work Permit and S Pass holders has increased from S$15,000 to S$60,000, with insurers now co-paying a larger portion of high medical claims. From July 2025 onwards, further changes such as direct hospital reimbursements, standardised exclusion clauses, and age-based premiums will also take effect.
At the same time, the changes may also improve access to medical care for foreign workers, as employers no longer need to worry about paying hefty hospital bills upfront before reimbursement.
