Manulife Goal Plan

Has anyone taken up the Manulife Goal 13 plan? Can share how does the plan work? Is the maturity returns of 6.98% really guaranteed? (sounds too good to be true?)

Is only 3.4% p.a. very normal for bond fund.
6.98% is the total returns over 2 years
